Ms. Helen Gradstein is the Regional Digital Finance Specialist covering the Eastern Caribbean for the United Nations Capital Development Fund (UNCDF), based in Port of Spain, Trinidad and Tobago. She is an expert in digital finance and financial inclusion and is passionate about ensuring financial inclusion policies and programmes protect consumers, empower women, and support financial capability. As part of the new global initiative entitled "Leveraging digital finance to increase resilience”, signed by the Organization of African, Caribbean and Pacific States (OACPS) and funded by the European Union, Ms. Gradstein coordinates a range of technical assistance and grant-funded activities offered to stakeholders across the Eastern Caribbean to achieve regional digital financial inclusion goals.

In her previous role, Ms. Gradstein worked as a Financial Sector Specialist at the World Bank, served as the Secretariat for the Financial Inclusion Global Initiative and authored publications on enabling FinTech, Financial Inclusion, Financial Education and related data initiatives like geospatial mapping and testing of key fact statements
